Your suggestion fits into two tickets we're considering: RAW+JPEG support (http://trac.yorba.org/ticket/1772) and using a RAW file's embedded JPEG instead of the mimic (http://trac.yorba.org/ticket/3041), but using the external JPEG as a special-case of an embedded JPEG.
However, there are certain trade-offs with this approach.
