Public bug reported:

I went to Europe (6/23/06), and wanted to watch a region 2 dvd.  I found
the regionset command, and it successfully changed the region to 2.
However since I have been home (7/1/06) I've been unable to change the
region back to region 1.

This is what I see:
regionset version 0.1 -- reads/sets region code on DVD drives
Current Region Code settings:
RPC Phase: II
type: SET
vendor resets available: 4
user controlled changes resets available: 3
drive plays discs from region(s): 2, mask=0xFD

Would you like to change the region setting of your drive? [y/n]:y
Enter the new region number for your drive [1..8]:1
New mask: 0xFFFFFFFE, correct? [y/n]:y
ERROR: Region code could not be set!

If I do an strace, this is what I get:

Might this be a hardware issue, or a kernel issue, or something else?
I'm not sure where to start.
