Thank you for reporting a bug and helping to make Ubuntu better. This feature (some sort of 'ufw-notify') is on the roadmap (https://wiki.ubuntu.com/SecurityTeam/Roadmap#Unscheduled%20Wishlist%20Items). While it is planned, the feature is not actively being worked on right now. I do imagine its priority will increase once the network-manager app-indicator work is done, since this would likely also need network- manager integration to complete.
