I have also similar problem, after pairing the pin code is requested second time. Bluetooth devices work fine after the pin is entered until the computer is restarted or suspended and then the pin is requested again.
This seems to happen only with specific usb bluetooth dongles. I have one that is working fine: Billionton GUBTCR42 (lsusb: Bus 003 Device 007: ID 0a12:0001 Cambridge Silicon Radio, Ltd Bluetooth Dongle (HCI mode)). The one with these problems is Belkin F8T016 and lsusb reports it like this: Bus 003 Device 011: ID 050d:016a Belkin Components Bluetooth Mini Dongle Bus 003 Device 010: ID 0a5c:4503 Broadcom Corp. Bus 003 Device 009: ID 0a5c:4502 Broadcom Corp. Keyboard (Boot Interface Subclass) Bus 003 Device 008: ID 0a5c:4500 Broadcom Corp. BCM2046B1 USB 2.0 Hub (part of BCM2046 Bluetooth) So the brand Belkin is the same than first reporter sherbey had, although the exact model is different.
