I completely disagree with the people who consider this to be a low priority issue. On systems with encrypted drives (LUKS/cryptsetup/dm- crypt) the splash screen serves the purpose of entering passphrases to decrypt the drives. The usability in low resolution mode is complete different than in high resolution mode.
