is not properly escaped.  Where the question mark forms part of the
Anchor link text, it needs to be encoded as "%3f" in order for the link
to work:

https://wiki.ubuntu.com/PaperCut#How%20can%20I%20tell%20if%20a%20bug%20is%20easy%20to%20fix%3f
