Binary package hint: qtiplot

python-sip4 is a transitional package which depends upon python-sip.
Its description states that "It can be safely removed."

The qtiplot package therefore needs to be updated, to depend upon
python-sip rather than python-sip4.

There are also a couple of redundant build dependencies:

sip4 -> python-sip-dev
python-sip4-dev -> python-sip-dev
