Public bug reported:
Binary package hint: jirc
JIRC will happily connect to an unencrypted Jabber server, or one using
the deprecated port 5223 SSL connection, but will not connect with the
newer (and now standard) TLS on port 5222. This is a bug. Reporting
here because the package does not appear to have an upstream bug
tracker.
