Thank you for your bug report. That's an odd issue, eog perfectly opens images
on my desktop. What happens if you try it from a terminal
(Applications>Accessories>Terminal) by entering
eog ~/Desktop/nameofyourfile.jpg
PS: The issue with "About Ubuntu" is a known bug (Bug #690248).
