Actually Gibb, a faster workaround is to go to System > Administration > System Monitor, select 'gnome-panel,' and click 'End Proccess.' Ignore the warning, and the panels will quit, then start back up automatically. I get this problem so often on startup that I've put the System Monitor on my Desktop.
