First of all I will note that while I looked for a link to give you I
found some links that work fine.

The more I look into it the more it seems like a linux bug. Some files are not 
saved correctly in Firefox either, for example:
http://geophysics-old.tau.ac.il/heb/student/exams/filelist.asp?action=download&dir=%5C%EB%EC%EC%E9%5C%EE%EE%E2%E9+2%5C%EE%F6%E2%E5%FA&file=%EE%F6%E2%FA+2.PPT

I should note that the above file is saved with the correct file name in 
Windows XP(English local).
So for general addresses this is probably not a bug specific for Chromium.

What never works in Chromium but works 100% in Firefox:
Saving Hebrew files received in gmail. Chromium saves it as one of the options 
mentioned in the original report whilst Firefox saves the exact same attachment 
as normal.
I can send you a file to a gmail address to reproduce.

I have not tried other webmail sites.
