Every app that requires GNUstep fails in a similar way:
$ TimeMon

ProjectCenter fails slightly differently when it fails to load Gorm

Segmentation fault
In all cases, the app icon is displayed briefly in the lower left corner
of the current workspace. With ProjectCenter, it waits until receiving a
click, and then quits as shown above.
