gpg does not freeze, even if you think so. It just waits until enough entropy has been collected and this might take some time depending if you follow the instructions or not.
We won't depend nor recommend rng-tools (see 7.2 in the Debian policy) - hundreds and thousands of people created their keys without rng-tools. There might be a chance, that we suggest it.
