You encounter this problem because of two possibilities, but is difficult to 
find out which to blame now:

1. There are time lag between the several binaries are published to
archive.ubuntu.com. The possibility is very small because all packages
mentioned in this bug are built from one source package, thus they
should be installed to archive at same time.

2. You use a mirror that has a buggy sync script. They got the update of
ibus-pinyin before other packages hit the archive, and unfortunately you
update your system during the intervals of the required packages to be
synced (the interval varied from a few minutes to one or more days).
