Public bug reported:

Binary package hint: ubiquity

dpkg in natty supports the '--force-unsafe-io' option since 1.15.8.6 which
disables the sync() calls when upacking the packages.
  * Add new --force-unsafe-io to disable safe I/O operations on unpack.
    Closes: #584254

Can ubiquity be made to make use of that? That should speed up
installation on rotary drives quite a bit.
