As I know it's rather a feature of pulseaudio then a bug. It let you use as much volume controls of alsa as can to make you have more steps. How you can change this behaviour:
1) http://ubuntuforums.org/showthread.php?t=1457462 to use just 1 control or 2) you can change which controls to use in /usr/share/pulseaudio/alsa- mixer/paths/. (I decided to remove pulseaudio because it crashed too much, and don't remember how to edit these files, but you can find it out if you read them) This method is also useful in other cases.
