Thanks a lot for reporting this to us, however the behaviour you describe (the panel being spread across both screens) is not a bug. When windows are maximised in Unity, the title bar of the window merges with the panel, resulting in a little less screen space being used up. In order for this to be effective on a multi-monitor setup, the panel must be present on both of those monitors.
I'm sorry if the aesthetics of the Unity design do not please you and I hope that it does not have a detrimental impact on your enjoyment of Ubuntu. Please remember that in April Unity will be a version 1.0 product, and those always have their teething problems. Over the course of the following releases, up until 12.04 or 12.10, Unity will be refined based on extensive user feedback. Perhaps this 'feature' will prove to be unpopular and it is altered in the future, but as I said above, this is the intended behaviour.
