A suggest solving this with bug #498066 (provide a fallback for lack of
indicator support) and bug #497058 (application indicator support)  by
adding a preference for choosing the place of the menu from a list of
possible locations (Unity quicklist, application indicator, notification
area) based on what is installed. After that, distributions should
provide their preferred default setting and still let the user decide
(through preferences) which method to use.
