Err, this isn't correct.
The network interface will be up, but the state of that interface will
still show as down -- ifup should still be run on that interface,
running dhclient for it (the temporary lease obtained at boot doesn't
have a daemon to keep it), and the post-up scripts still run.
If you have missing mounts, this is more likely bug #46516
