well, that page discusses the problem that a users manually installs
pcscd from source to "wrong" (from ubuntu packaging POV) directories:

I don't think there is much we can do about that, there are always fine
ways how users can shoot themselves in the foot, and this is an
excellent example how to do so in a non-obvious way.

conclusio, I think the approach in comment #6 sounds good to me for
ubuntu.
