Public bug reported:

Every Ubuntu restart force BIOS to do full memory check which makes
booting longer.

In other words, when I power-on my computer, BIOS do a full check of RAM, then 
it detects hard disks.
However, when I restart my computer from Windows, BIOS skips memory checking 
and it shows boot menu almost immediately.

When I restart computer from Ubuntu BIOS behaves like on power-on or
hard restart - it scans the memory again and then it detects hard disks
so booting takes much longer.
