This issue is presenting a problem for my email client (Thunderbird).
Thunderbird apparently takes its time format from the OS Locale. Despite
the fact that every time settings on my computer is set to 24-hour,
Thunderbird always shows AM/PM and it appears there's no way to get
Thunderbird to display 24-hour for a U.S. Locale because of the OS
locale setting.

Within the U.S., there are whole work forces that operate only on
24-hour time. So this is a problem.

Title:
When I print a page from the internet, the time always displays in
AM/PM even though I have all visible clocks set to 24 hour time.
