Do you have any other connections established (e.g. do you have wifi
also connected right now?)
What NM does to set the icon is essentially use the icon already showing
in the panel and add a padlock over it. However, it would help us
diagnose the issue you are saying if you could tell us me about the
issue:
- What exact versions of network-manager. network-manager-applet, and
network-manager-vpnc are you using?
- What connections are already established? wired, wireless, 3g, or all of
them?
