I believe when a review is flagged as inappropriate, the review disappears but the rating remains. At least this is what I seemed to encounter when testing. If this is the case (i.e. it's not a different issue), I'm not sure if this is the correct behaviour or not because the spec (https://wiki.ubuntu.com/SoftwareCenter/RatingsAndReviews#Flagging%20reviews%20as%20inappropriate) doesn't mention whether the rating should be retained or not. This report raises some good discussion points though (i.e. if we don't trust the text of the review, should we trust their rating? Also, should users be allowed to rate an app without reviewing?)
