I have the same problem and the fix is easy:

/etc/X11/xinit/xinput.d/scim-immodule    is broken.

To fix it, exchange the “-x” tests with a ”-e” ones. The correct test
just checks if the corresponding library files are there, while the
wrong test if they are executable on top. Many *.so files are not marked
executable; the other scripts in this directory also do “-e” test by the
way.

(And if you ask me, also remove the scim-bridge assignment. -- I just
want scim, and that can only be selected with “scim-immodule”, while
scim-bridge is also available with the scim-bridge, skim, scim-chewing
and scim-pinyin scripts!)
