Public bug reported:

Binary package hint: vlc

To reproduce:
Create a directory
Place in it a music or video file with the name in cyrilic letters, spaces, and
punctiation (no latin characters).
Place in the same directory a text file.
Open the media file in VLC

What happens:
You will get an error saying that the said text file is not a correct subtitle
(which it isn't)

What should happen:
VLC should treat files with characters other than latin in the same way as
those with latin.

** Affects: vlc (Ubuntu)
     Importance: Undecided
         Status: New
