Public bug reported:
Binary package hint: unity
Sometimes when an application is launched, it is opened under the unity
panel. This seems to happen with gnome-terminal and tomboy notes often.
Eg, 'ctrl+alt+t' and the terminal can be under the unity launcher
depending on what other windows are open. More recent updates have the
unity panel slide off the screen as a result of this. Either way, after
launch the window needs to be moved, which is inconvenient.
