I should have noted, that cloud-init.conf runs :
start on (mounted MOUNTPOINT=/ and net-device-up IFACE=eth0 and \
stopped cloud-init-local )
cloud-init-local had already ran in all cases. It starts on:
start on mounted MOUNTPOINT=/
