I do not know if it is related, but if I am not mistaken, some time ago (unfortunatelly I cannot be more acurate) I saw in the package gnome-mouse-properties (not 100% sure if it was that one, but I thnik so) an checkbox to allow vertical and horizontall scroll. I did have this checked. Nevertheless, now I cannot find this option anymore.
