There are a number of packages in the repository that depend on
pyparsing:

$ apt-cache rdepends python-pyparsing
python-pyparsing
Reverse Depends:
  ttcn3parser
  tinyerp-server
  python-pydot
  python-ldaptor
  msc

People who install via the package management system will have no idea.
I'd suggest filing a bug in Debian:

http://www.debian.org/Bugs/Reporting

To make sure the maintainer is aware of the new version or, if you are
interested in getting the new version into Ubuntu (Feisty +1), have a
look at:

https://wiki.ubuntu.com/MOTU

Given how long the package has gone untouched in Debian, I think it's
unlikely to get updated otherwise.
