I wasnt trying to upgrade or reinstall, I was trying to do a fresh install on /dev/hdb in a machine with a working install on /dev/hda without using the LiveCD as the LiveCD kernel had a bug in it which would not boot on my hardware. I would roughly explain this as a "clone" install, install the base system on /dev/hdb and then use the list of packages reported by dpkg from /dev/hda and then apt-get install them on /dev/hdb. (loose references to devices may be confusing ....). I will have to check that /dev/hda hasnt found service else where but leave this bug as needs info and I will endeavour to report back.
