Yes, I think that's all. However (and I'm not sure if I should file a seperate bug for this or not), the new 16x16 icons appear to be just resized while the old 16x16 icons seem to be manually tweaked so they look good at such a low resolution. You can see this if you right click in nautilus, the 'Create folder' and 'create document' icons look different, the star/asterisk part, that is.
