As described in bug #703252, I can reliably reproduce this issue with the following steps:
1.) Make sure all applications are closed 2.) Open Firefox 3.) Set Firefox to Fullscreen (using the menu or F11) 4.) The Unity Sidebar and Panel disappear, Firefox is fullscreen 5.) Move your mouse to the top right corner of the screen 6.)
