Yes, this is a design decision; you should be able to have a sytem
connection, created by an administrator, but also user connections
created... by the user, so that e.g. users can create their own wifi
connections for home use.
If you need further lockdown, you can use gconf keys to block users from
creating connections. Note that if however your network allows bypassing
established rules by using a different gateway, then you'll likely want
to revise the network design ;)
