Thanks for reporting this bug and any supporting documentation. Since
this bug has enough information provided for a developer to begin work,
I'm going to mark it as confirmed and let them handle it from here.
I am able to reproduce this issue in a fully updated version of Ubuntu
10.10. By holding the left mouse button down, the application on the
panel opens. If It is closed and the button again held on the launcher,
the application opens, but the right-click menu shows.
