Yes, this bug is in LO 3.3 with the presenter console.

In fact to insert a video into a presentation in LO 3.3, you have to
insert it, then dig into the archive ODP file, and take the media file
out of the archive because the presenter gets lost trying to find the
media folder within the ODP file.

Once you've fixed the presentation so that the presenter can see the
files in the media folder, then when you run the presentation, you have
to press F1 twice to kill the presenter console video that causes the
echo.
