I can't see any output from NetworkManager in the attached syslog; could
you please attach a fresh copy of /var/log/syslog after booting with the
killswitch to the "on" position (that is, killing the internal
wireless). NM should already have been loaded, so you may want to get to
a fully loaded desktop.

To get a good idea of what is going on; still with the killswitch ON,
after booting plug the wifi dongle in and please provide the following
output:

 - rfkill list
 - lsusb
 
Ideally we'd need to see whether killswitch state extends to the dongle, then 
we can figure out why with the syslog logs, and provide a fix or workaround.
