After more testing I noticed I Can't load any help pages from the GNOME
Panel (The GNOME Panel 2.30.2).

If I check in Synaptic the Installed Version and the Latest Version is the same:
gnome-panel 1:2.30.2-1ubuntu3
yelp 2.30.1-0ubuntu1-1mint1
 
Example of error Message in Help Browser (Help 2.30.1) (yelp):

"Unable to load page
The requested URI "ghelp:user-guide?gospanel-15" is invalid"

Recreate bug:
Right Click on empty space in the Panel (The GNOME Panel 2.30.2). 
You get a list with options: "Add to Panel...", "Properties", "Delete this 
Panel", "New Panel", "Help", "About Panels".
Click "Add to Panel..."
Click Help button

You get same kind of error just selecting "Help" in the list of options
after the right click. (as already described in the duplicate of this
bug).
