I may be going too fast here, we'll need some more information:

What version of Ubuntu are you running?
If would also be useful to know what version of network-manager-gnome you are 
running: you can find out with the command: "dpkg -l network-manager-gnome | 
cat"

I thought theme changes would be changing the icon immediately, but you
may want to try if removing the notification area and re-adding it (or
killing gnome-panel: "killall gnome-panel" (it will restart itself))
forces the icon to be redrawn.
