Public bug reported:

I am using ubuntu 10.04 lucid, and recently noticed that cpufreq stops
work on my laptop. I tried several kernel versions and found that this
problem first appears in 2.6.32-25, and still exists in 2.6.32-29

With both cpufreq-selector and cpufreq-set, I can change the governor,
but changing frequency is not work. cpufreq-info gives the following
result

-------------------------------------------------------------------------------------------------------------------
cpufrequtils 006: cpufreq-info (C) Dominik Brodowski 2004-2009

The governor "userspace" may decide which speed to use
