As a potential workaround, delete all the crash reports in /var/crash then re-crash the program your trying to apport. I did this to a program that apport stopped notifying crashes of (spam crashed program 10 times, restarted, spam crashed program another 10 times, turned apport service off, turned it back on), then deleted all reports in var/crash, crashed the program, apport began re-notifying me.
