With that flv file you provided, I can reproduce the problem: scrubbing
to 1m26s causes pitivi git to hang. However, this only happens with the
stable gstreamer packages provided in Ubuntu 10.10; with the development
version of gstreamer, the hang does not occur and I can seek the entire
clip without problems.
As such, it is a bug in gstreamer (not pitivi). Since the symptoms are
pretty much the same, I'll mark this a duplicate of LP bug #661507, even
though 661507's symptoms still occur with gstreamer jhbuild (your clip
doesn't seem to cause the problem).
