Binary package hint: gnome-orca
When the preferences of the Orca is open to configure / reconfigure the
only screen magnifier, screen reader active alone (even with speech
off).
And while trying to close the preferences orca, is the locking of
speech-dispatcher.
I do not know if the bug is the Orca or speech-dispatcher...
