This is just a note to say that I have had the same problem on my Acer Aspire One 12h-2268 for over a year (since early in 2.6.x kernel series, when I bought the computer and installed Linux). On this netbook, the vertical scrolling works and it is detected as ImPS/2 Generic Wheel Mouse. The biggest problem for me is the inability to disable tapping (either while typing or at all times). I just updated to 10.10 in hopes of solving the problem, but no such luck.
