That's not actually the cause of the error. It should handle debian/ being included in the orig.tar.gz just fine. It's a bug that you get that message, one that we have fixed several similar occurences of. Could you tell me the versions of bzr, bzr-builddeb you are using, and confirm that the .dsc you reference is available in the Ubuntu archive?
