Looking at this further, I noticed that there is indeed a notification
message for VPN established in Natty. Turns out it was enabled upstream
a little after Maverick release.

Note that VPN established notifications should have appeared before as
well, in cases where there is a banner on connection (possible at least
for vpnc and OpenVPN).
