Binary package hint: ubiquity

After booting form the CD, press F2 to select 中文(繁體), then choose to
install Kubuntu.

When you are in "Timezone" selection, the time format is displayed by
Mojibake (strange characters which doesn't fit the right language).

However, if you do nothing instead of selecting 中文(繁體) first (wait for
the countdown), the CD choose English by default, then later choose 中文
(繁體) in the installer, the problem is gone.
