This is not a KDE bug. KDE ships several KDM themes, it is up to the
distro to use a theme that contains the User List option.
To be honest, I agree that the idea that the theme should support the
User List is absurd and should be changed. However, KDE insists that it
is the distro's responsibility to select a compatible theme. Shall I
recommend such a theme?
