I am having this issue in 10.10. This was reported like 5 years ago! I can't wait to get away from some GNOME development with Unity for reasons like this.
I use hidden panels with Full screen VirtualBox windows. This is nearly a showstopper and is preventing me from using linux on our security technician's computers.
