The Active State Power Management (ASPM) driver pcie_aspm in the default mode appears to be picking up the configuation from the BIOS default, which seems to be causing issues on this particular Vostro.
I suggest as a workaround disabling PCIe ASPM with the kernel parameter: pcie_aspm=off To do so, as edit /etc/default/grub and change: GRUB_CMDLINE_LINUX_DEFAULT="quiet splash" to GRUB_CMDLINE_LINUX_DEFAULT="quiet splash pcie_aspm=off" and re-run upgrade-grub. If this fixes the problem, then it's most certainly a BIOS misconfiguration.
